Vessel & Offshore Branch Lead, Office of Maritime Cybersecurity Policy (CG-MCP)

Lieutenant Will Quigley serves as the Vessel Branch Lead within the U.S. Coast Guard’s Office of Maritime Cybersecurity Policy. As a technical expert for vessel cybersecurity, he helps shape policy, program implementation, and compliance guidance for evolving cybersecurity regulations across the U.S.-flagged fleet.

LT Quigley previously served as a Staff Engineer at the USCG Marine Safety Center. There, he conducted engineering plan reviews for foreign passenger vessels and executed overseas exams for new construction cruise ships. Prior to that, he served as a Marine Inspector at USCG Sector New York, where he inspected U.S. and foreign vessels to ensure compliance with SOLAS, domestic safety, security, and environmental regulations.

LT Quigley holds a Master of Science in Computer Science with a Cybersecurity specialization from Fordham University and a Bachelor of Science in Maritime Logistics and Transportation from the United States Merchant Marine Academy. He holds a U.S. Coast Guard Unlimited Tonnage Third Mate’s license and the SANS Global Industrial Cyber Security Professional (GICSP) certification.
