Carlin Chapman, Executive Vice President – HSSE & Compliance, Southern Devall

Carlin Chapman serves as the executive vice president of HSSE and compliance for Southern Devall, which operates 65 vessels and 250 inland chemical tank and pressure barges along the Gulf Coast and up the Mississippi River.  He has more than 20 years’ experience in HSSE from a diverse array of fields, including refinery industrial hygiene, municipal wastewater treatment and asbestos abatement.  Most recently his experience comes from Technip (now TechnipFMC), where he managed environmental operations for a global fleet of oceangoing, deepwater pipelay ships. This has proven advantageous in the inland towing industry.  Based in Sulphur, Louisiana, he currently oversees all HSSE and compliance-related responsibilities along with eight other team members, ensuring regulatory compliance with Subchapter M, DOT, and SIRE.
